one used 3090 or two 3060s for 70b at q4 with a $700 budget

Two 3060s do work fine in llama.cpp with a tensor split, and if you value capacity per dollar over speed they are defensible - I ran that pair for a year. Numbers from mine: 30B class at Q4, roughly 11 tok/s split across both, versus about 26 on a single 3090 doing the same thing. Half the price, less than half the speed, twice the fan noise.

Carrots came out forked and stubby from a raised bed I filled last spring

Each shape tells you something different. Forking means the tip hit an obstruction or a lump of undecomposed compost and split around it. Stubby with a blunt end means it hit compacted soil or the bottom of the bed, so 30cm is borderline for a full Nantes and definitely too short for anything longer. Hairy with side roots is nitrogen, usually from fresh compost or that 10-10-10 you scattered. Carrots want lean, loose, evenly moist soil and no fertiliser at sowing.
